STS Colloquium Series: Virginia Eubanks, "Automating Entitlements"

Virginia Eubanks, Department of Women's Studies, University at Albany, and the author of Digital Dead End: Fighting for Social Justice in the Information Age, presents "Automating Entitlements."  Across the public sector, access to government benefits, performance of front-line state work, surveillance and discipline of citizens, and evaluation of public programs have been computerized. Technologies of state administration have rapidly expanded across programs and state lines, linking governmental, non-profit and private organizations and actors. This presentation explores the roots of these wide-ranging changes in New York State through case studies of two of New York's earliest statewide databases -- the Welfare Management System (WMS) and the Medicaid Management Information System (MMIS) -- and explores their impacts on new forms of labor, inequality, governance and wealth.
